I mean he's either a cartoon character or a drunk right? How can it be both? It's like the animators just threw their mittens up and said he can do it all.

That sounds like stupidity to me. Just do what they want.

Cause if he is a cartoon character, then he has no real body X, and without X he cannot get intoxicated with alchohol Y. Thus "drunk" cannot happen if X does not predate Y's interaction with X.
