How? Well it can't change the multiplier if its locked. It can change the base clock fed to the CPU. This can make a CPU designed to run at 133MHz x the multiplier perhaps run at 140MHz x the multiplier. There are other things to set, such as the voltage, which can make the CPU more luckly to OC successfully. I con't know what they actually include in their utilty. Start it up and see what's available.
