how can a board have heat problems?

i have seen a few threads on the epox 8k7a where people have said it makes the cpu run too hot or that the board has heat issues. how can the motherboard make the cpu run hotter? the only thing i can think of is that maybe this mobo has a thermistor that actually comes in contact with the bottom of the chip rather than most socket-a boards that seem to get the temp from the temp fairy. i'm guessing that the board is just more accurate...but i could be wrong, correct me if i am

Epox located the MOSFETS on the back of the board and some of them are covered with heatsinks. No other AMD 760 board needs this. I think this is all related to the voltage/current running through the board. I think Epox wanted to make a high performing board and compromised a bit on the temperature side.
