think about it; 256kb l2 cache vs 512kb = 2x more performance for p4 + 1.6ghz vs 2.4ghz = 1.5x more performance for p4 == 2.4ghz p4 = 3x (sempron 1.6ghz!!!)
now before i get flamed i know this isnt a definitive answer but here is sisandra and my sempron 64 2800+ oc'd to 2.4 ghz on air at 35c under load.....my mobo will only let me go to 300 fsb in the bios....oh yeah i put it up against the pentium 4 for fun.....lol.... pic

We all know the semprons do well when OCed, but the OP didn't say anything about an overclock *P That's a 800 mhz overclock there. Given the fact that a 2.4b would do well to hit 3.2 ghz OCed, I think it's safe to say that the Sempron 2800+ would be a winner post-OC. At stock, though . . .

I'd say a 2800+ Sempron would be equivalent to a P4 2.4b chip. The only benefit you'd get is slightly better gaming performance, and a cooler running chip. Now, if you were to overclock it, that is another story.
I'm not so sure the Sempron would win. I've seen reviews of the sempron vs celeron and there very close (stock), so I'd have to assume that this P2.4 could take the celeron....
