I just built my new system. It consists of an Abit IS7-E, P4 2.4C, 2x512MB GeIL Golden Dragon PC3200 in an Antec Sonata case. I lapped the P4 retail HSF up to 800 grit and used Arctic Silver Ceramique in the install. I installed windows and bumped the FSB up to 250 with a 5:4 divider, leaving VCore and VDimm at their defaults, ending up with the 2.4C running at 3.0ghz. The room temp is 74F. The idle temps according the the Winbond Hardware Doctor that came with the mobo are 29C system, 47C CPU, and 35C PWM right after boot up. I ran 2 instances of Prime95 optimized to keep CPU usage at 100%. After 10min my system temp was 40C, CPU temp was 65.5C, and PWM temp was 56C. Abit boards overdo temps by roughly 10-15C correct? If so, would you say I'm safe at these temps? Or do I need to drop another $40 (system cost me $990 so far) on an aftermarket HSF?

I would say you are safe at these temps, you shouldn't worry about buying a new HSF. And yes, Abit boards are known to over-estimate cpu temps. Unless you just want cooler temps or want to oc further, you don't need a new HSF.

The best test is to put you finger on the heatsink. If you can hold your finger there without burning it or for only a little while (say 10 seconds), your temp is fine.
