how are these fans?

yes they are loud at full speed. Loud is subjective though. It's also relative to other sounds. 44db is definitely loud though. Background noise is around 20db. It's a logarithmic scale too, so its not like 44db is 2.5 times louder, its a LOT louder.
 
It is a good fan. The controller will dial it in to a respectable level of sound and it will still put out a good amount of air. Silverstone makes reliable product that works well.
