How are Intel stock coolers

not for serious ocing, but mostly quiet - modern mobos manage fan speed based on cpu temperature.

Assuming you aren't running them in an area where the exhaust heat will be recycled, and you're not stressing it constantly the modern coolers are relatively quiet and they do their jobs effectively.

is only as good as any "stock" cooler. I use it on my HTPC since the CPU voltage is very low. No reason to spend the extra bucks.

Like everybody else has said they're fine at idle at stock clocks. If you put significant load on CPU they will get loud. If you try to overclock too much, the CPU with throttle. So basically they're fine for mom and pop who only check email, if you actually use your CPU and value quietness or want to OC, you need to buy aftermarket.
