How Are Indian Casinos Not Racial Discrimination?

Well the most successful casinos in the US, Indian or not, are here in CT and this is how they did it: A little known federal law was passed that allowed Indians (on tribal land) to operate any type of gaming that was allowed under state law. In CT we had a law permitting occassional gaming, for things like the K of C casino night, church bingos, lotteries, etc. The Mohegans took that legal loophole and drove a truck through it. The state government strenuously resisted it until an agreement was reached-the tribes would give the state 25% of the take and the state would bar all other gaming halls in the state except for two Indian ones.

How can minorities be descriminating the Majority? How is this working? They may get special treatment, but they are not discrimating. They let rich people of any race come in and lose their money.

Indians were here before states existed, they have their own treaties with the US government.
