How are committees formed in NH?

I am drawing up a bill for a mock legislative session in NH next year. My bill involves the making of a committee to research how our joke of a driving test can be improved. In the bill I need to include all the details. I said that it will be comprised of 9 members of the house from both parties. Do I need to include the selection and formation of the committee? Is this process already set in stone? Does the Speaker of the House select members/form the committee?

AN ACT
Relative to: Researching and developing a more rigorous standard of driver eligibility
Be it enacted by the YMCA Youth Legislature of New Hampshire as follows:
1. Section I: The committee will serve to complete the goal of studying and researching
2. options for a more rigorous and complete drivers test. The committee will research
3. possibilities for a more rigorous written test, as well as a more rigorous and complete road
4. test to raise the driving expectations and issue driving licenses to more competent drivers.
5. Section II: The committee will complete a report detailing possible revisions to
6. current drivers testing standards and requirements.
7. Section III: The committee will be comprised of nine members of both parties from the
8. House of Representatives.
9. Section IV: The committee will be assembled immediately following the passing of this bill


Oh, and please advise me on what I can do to make this bill look much more formal and well-done (it is pretty rough and bare-bones) Thanks!
