How about a passively cooled HD7850

There's surprisingly little surface area on that card, I've seen 7770's with larger heatsinks.

Powercolor = toaster oven. They use a red PCB to reflect how hot it will run in a case.
 
I’ve had some experience with passively cooled cards and they’re completely viable, providing you have reasonable case airflow. Anyone buying high-end cards probably has a good enough case anyway.
 
I've never got "passively cooled" CPU's or GPU's
You still need case fans, and then you could just force the fan speeds to that noise level. :\
