Hi, so I have a question in relation to a housing problem.
My wife's mother has been having housing problems, her wood flooring has been warping, and getting condensation on it. Additionally there has been moisture on the walls after heavy raining, and a loud running water noise. So, she calls out a plumber to redo the house as it has been riddled with plumbing problems lately, and he says he can't do anything and she needs to have someone look because the storm drain under the house is damaged, and the foundation. Everyone's response is "what storm drain?" So she contacts the neighbor and he has the same problems. She contacts the city and someone comes out to look at it, and upon finishing the inspection says "wow there IS a storm drain under your house, we don't have any records of it." Now the problem is this, there is mold and obviously damage to the house from this, warped flooring, molding walls (and probably ceiling as this house is extremely old) water damage all over, and the foundation is in dire need of replacement. The city wants to just (currently at most) just replace the flooring and fix the foundation/storm drain. A storm drain that they have no record of and she had a hard time getting them to believe that the plumber had told her that there was one there. What kind of rights might she have in this case, I believe that just replacing the flooring and fixing the foundation/storm drain is too little for this stage. The mold growth in out of control, and I was curious if there is any advice I could get from anyone around here about this.
