Hotmail Question

If a Hotmail account is inactive (ie. unlogged in for 30 days) but not deleted, does email to the account get bounced back or does it go through?

And also, once the account is deleted, can you sign back up for the same email address or is it reserved for a certain amount of time?
 
It goes through, but is instantly deleted. I don't think you get a bounce back message.

EDIT: I just sent myself one to my old Hotmail account (haven't used in a year) and I got this back: 550 requested action not taken: mailbox unavailable

Maybe it is different for how long it has been de-activated.

I was looking on the site and I know that if an acct is deleted, it is rejected but it doesn't say whether or not an inactive account's emails get rejected.
