So, to get around that, it does dithering. It means that is shows one color for a while and another for another while and you think that you are seeing something in between.
Or, some of them show different colors on pixels close to each other and that way give you the perception of seeing a color in between.
That's how it can show more colors that what you would expect from only 6 bits.
This is some information about dithering. I have no idea about the particular panel that he is talking about. I am referring to it for the description of dithering.
