Yes, there's several programs out there that do those things.
My favorite would be RivaTuner, which you can get
here.
RivaTuner can place your GPU temp into your taskbar tray, and also track the temperature over time in a graph format (along with other variables as well). RivaTuner also lets you control fan speeds and set up profiles for those fan speeds.
ANother option, which is a bit more user-friendly but less feature-filled, would by SysTool which is available
here.
There are many others as well but these are the two I seem to use the most.
