Hot-swap bay w/ power switches for individual HDDs

I'm looking for a 5.25" bay enclosure for hot-swapping HDDs. I have three 5.25" bays available, so something like 3-in-2 / 3-in-3 / 4-in-3 would suit me fine. I was wondering if there are enclosures with power switches for individual HDDs? In other words, do they let me power on/off HDDs of my choice?

For example, if I have 3 HDDs in the rack and I use "safely remove hardware" feature in Windows to disconnect one of the HDDs. Instead of taking the drive out physically, I'd like to simply power it off and leave it in the tray for later uses. (which in turn will be done by powering on) Of course I'd like the regular hot-swap function as well. (switching drives)

I've seen some of the bay enclosures with power switches, but those look like an all-or-nothing deal, i.e. you can either turn all HDD (including fans) off or have to leave them on as long as they are connected.

P.S. I'm planning to use motherboard's SATA ports.
