It seems to me it would be obvious to try the same settings with the new monitor because you are using the same card, no? If it still looks worse it is likely the monitor. If it looks the roughly the same then perhaps the card is not capable maintaining visual quality at higher resolutions (often due to the RAMDAC methinks). Also, think about the specs on the Micron 21" -is it also a Trinitron like the Mag?
