hot cocoa: hot milk or hot water???

have hot chocolate packets, instructions says to put in hot water.
i did water in past, now i just did some skim milk, to me with the milk it tastes more milky, with water you could taste the chocolate better.

what do you guys use??

milk all the way. Skim milk is good, but the more fat the milk has the richer the hot chocolate will taste....if you want just compromise and get some 2%.
 
Yeah, I tend to use 8oz of water (anymore and it tastes "thin") when using the Nestle-type instant hot cocoa packets, but use milk when making it on the stove from hersheys.

i think i like water for this instant chocolate mix. milk overpowers the chocolate taste.
also, i don't know if anyone feels the same, 2% milk just tastes thicker, not neccesarily better or tastier, than skim milk. same goes for whole milk, feels like glop going down
