I currently have 1.5Mbps service through Charter in Madison, WI, as does a friend. We've been hearing rumors of a 3.0Mbps service on the horizon but nobody at Charter is talking.
Anyway, today he got a letter from them (sent via Western Union - weird) saying that they're upgrading him to 2.0Mbps for free, good through March 2004. Nothing needed to be done, basically the next time you connected it would be at the faster speed. I've noticed that my speeds at home have been faster in the past few days, so it made total sense.
Then I got to work and learned that a few coworkers have 256k service with Charter and ALSO got the letter - they're now at 2.0Mbps!! I am somewhat disappointed because I'm paying my original higher price for my original faster service and now we've all got the same thing.
In any case, I'm not sure if this is a local/regional thing or if they're doing it nationwide. I will try to get a scan or pic of the letter tonight when I get home.
We've still got a long way to be a wired country like Sweden or the Koreas, but this is a start!
ASK CHARTER FOR FASTER UPLOAD SPEEDS IF YOU CONTACT THEM!!

EDIT 2: It appears that Charter is not doing this in all markets.
