Depends. You might get lucky, and actually get a quality card, which would make this an outstanding deal.
On the other hand, ChiefValue is a subsidiary company of Newegg, and the Egg doesn't actually refurbish their video cards. What's labelled as "refurbished" is actually customer returns, and should actually be considered more of an "open box" item. You might get all the accessories, you might not (for instance, an all-in-wonder card might not have the adaptor piece that actually allows you to take an output signal and send it to your monitor, which could cost you more $$$ buying it off of ebay or from ATI).
So what you're doing is a crapshoot......maybe someone ordered this, didn't want it after all, and returned it......which would make it a perfectly good card that (by law) can't be sold retail again, so they put it in the refurb section. Then again, you might be getting a card with nothing but trouble (artifacts, etc), that you'll end up returning yourself, at a loss of $$. It's all a matter of whether you're a betting person or not. Ordering "refurb" video cards from Newegg, I've had about a 50% success rating, so figure on the same from CV.
Two bits of advice I can give you:
1. When you get the card, install it immediately, and put it through it's paces. Work the SH|T out of it, and make sure it's working up to your expectations. Remember, you only get something like 15 days to request an rma for this thing, and chances are, if it's gonna break, it'll do so pretty quickly. If it's not up to your expectations, do the rma request right away, so you don't forget and not do it. Then go online and figure out the cheapest way to send it back, insured.
2. When you send it back, you'll probably get the choice on your rma to send it back for refund or replacement (don't know if CV does this, but Newegg does). Pick replacement of the item. Why? Because if they don't have a replacement, you'll end up getting a 100% refund of your money. If you request refund, you have to pay some atrocious restocking fee, which they won't assess against you if you requested replacement, and they don't have the item. 🙂
Myself, I'd rather spend the extra $25, and get a retail card, but you have to do what you're willing to do. Good luck!
