Hosting and "Disk Quota"

What exactly, does "Disk Quota" mean?
I have a hosting account. I set my daughter up with a site and a disk quota of 100 MB. She has not done anything to it for over two years though the site is still up.
The other day, I get an email saying that she is at 114 MB and over quota. How can that be if she isn't using it? She hasn't even logged in in that 2 years.
