Hello.
I am running Vista x64 Bit Edition and since I've installed it I've been getting this error. When i was running on the OEM x64 bit edition, when this error would occur, it would reset the Aero theme to the Windows 95 one and I would lose functionality in Windows Explorer. I went out and got the Retail x64 version and I am still getting this error message however it doesn't cause loss of explorer functionality. This error seems to be occurring more and more now happening every 10 minutes or so. I've tried googling for the answer. Many people have the same error however no response has been given or the solutions haven't worked.
