Yeah. I've caught a lot of bat rays here in the bay area while fishing. And yes, when they're out of the water they do try to sting you by flipping themselves. I simply lift them by their noses or mouth and drop them back into the water.
The issues is that their stingers are serrated like a knife. So when they go in, they're hard to get out. Not only that, the stingers are meant to be brittle so when you try to get them out, they break into tiny fragments and those serve to cause bacterial infection like the video showed.
