Horrible GPU Noise

Tell me this isn't normal please. Stock settings, haven't even attempted to OC. Everything seems to run fine but the noise!

GIGABYTE GA-990FXA-UD3
AMD FX-8350
8 GB Ram
Sapphire R9 290 VaporX
 
One of the GPU fans is hitting the power cable or the shroud. Hard to tell, but if you spin it by hand you may be able to determine which.

As Burpo mentioned, go ahead and return it if it was that way out of the box.

Also sounds like a bug snuck inside it but yeah historically that is the sound also of wires touching it.
