How do you fix this? I've tried different paper, cleaning the dust out of the printer, different cartridges. The text smudges at any printing speed/quality setting. Or is the fix a laser printer?
Yes, to no avail.Did you try cleaning the print heads? There should be a software option to do that.

If it is HP, the print head is in the cartridge. An ink saturated parking area could be the problem. Again - what brand of ink spitter?
Canon printers have a cleaning tank. The process runs ink through the head and into the tank. The head can can be cleaned or replaced.
