Horizontal lines on monitor

I have a Viewsonic G90fb and whenever I have my monitor on and then turn on the tv( which is on a shelf above and a little to the right of the monitor) I get these small upward scrolling horizontal lines on my screen...with my old monitor...a crap Compaq 15' I didn' get this problem...anyone know what's wrong and how to fix it?
 
the problem is that your tv is putting out huge electromagnetic fields that are interfering with your monitor.

some monitors are more sensitive to intereference than others (as seems to be your case)

only thing you can do is try moving tv farther away or try changing the angles the two are in relation to each other
