Horizontal line on screen

There is a black horizontal line on my monitor screen (about 1/4 of the way down from the top) that appeared after I installed the latest Windows updates. I tried to system restore out of it, but the line is still there. My video card is the 7950GX2, so I thought upgrading to the latest drivers would help, but the line is still there. I tried playing around with the Nvidia settings, but it still remains. It is very annoying and I am not sure what I should do. I've restarted a couple times, but still it is there.

I looked up a couple threads that had this same problem, but they mostly suggested what I have already done.

If this helps, here are my computer specifications:
CPU: E6600
Motherboard: P5WDH
OS: Windows XP Professional
GPU: 7950GX2
Monitor: Samsung Syncmaster 204B

This is strange. When I turn off my monitor then turn it back on, the line turns white then fades to black.
 
Well, I am off now. I hope that somebody can offer a suggestion when I check back tomorrow... Thanks for your help.
 
1) Is the line there before you get to Windows?
2) Is the line there if you disconnect the monitor from your video card?
3) Have you tried the monitor on a different computer?
