Horizontal Duplicated Line, Is It the Panel?

So, I have a Vizio M701d-A3R TV that I purchased about three years ago. A few weeks ago, I noticed this weird, horizontal line on the TV. Now, there's a ton of talk on the web about horizontal lines being a defective panel, but most people tend to talk about black lines. In my case, it looks like the original line is displaying correctly, but the TV is also displaying a line about 16" down on top of the original line. For example, if I move my mouse down to the line that's being duplicated, I can see the mouse duplicated on the problematic line. The line issue does appear over menus and Smart TV apps, so it's definitely not a source problem.

I just haven't been able to find anything on the web about this exact issue and whether it could be a bad T-CON or a bad internal cable. I'm assuming that it's the panel, but I'd kind of like it not to be. :p

Oh, and as a quick note, this TV received a lot of bad reviews after I bought it for people having problems with horizontal lines: https://www.amazon.com/gp/product/B00CHKPYM0/ I'm not sure if any of these are the same as mine, but I see plenty with varying degrees of black lines.
