Horizontal Bars on LCD TV

I just got a 23' Samsung TV LN-S2338W, and there are bars on the TV. They get more visible depending on what is being displayed. The manual says to adjust coarse and fine tuning but that is no where found in the menu items. What else do I need to look for? I have a feeling it might be due to the signal, could it be something with that cable connection? Any response would be greatly appreciated.
 
try this and let me know if it works:

make sure that the signal's source (cable box, DVD Player or VCR) is plugged to the same outlet/surge protector as your TV set. i've heard that the electricity of 2 different outlets can create a synch problem between the device that sends the signal and the one that receives it.
