2.8GHz should be do-able with stock cooling, but I'd go with a mid-range after-market cooler just because of the noise difference. There's quite a few good 120mm solutions in the $20 range.
I'd check over on the Cases/Cooling forum for similar prices on the AC Freezer 7. I don't recall who had them, I just know there were numerous e-tailers that had them in stock for @$20. Anyways, its worth the extra $20 if you want better cooling and a much quieter HSF. It'll also save you the trouble of having to un-do a lot of your work to replace the HSF later.
