That's flaked, not scratched... the car has been repainted.

edit:
I was right, just read the part about carfax. If the paint is flaking like that, they didnt put flex agent into the paint = shitty/cheap repair. Steer clear.

Also if you buy a civic SI, i hope you realize someone will steal it...
