Honda Accord radiator fans idle?

I had my car smog checked today, but I noticed something possibly peculiar. Airflow inside the car is slightly warmer than usual, and as far as I can tell the twin fans behind the radiator are not moving air. Are they usually idle (assuming normal engine temperature), always spinning, or somewhere in between?
 
Temperature dependent. And, they will not significantly affect the temperature of the air coming into the car. Now, if you're running the A/C both will run constantly.
 
They are either on, or off. There is no middlegound. When at speed, they will probably stay off. They are really only needed in exceptional circumstances such as stop and go traffic, or when you turn your AC or Defroster on. (Turn it on, and your fans will go on, or should). Be aware they can turn on even if the car is shut off.
 
my accord's pretty much only turn on in stop-and-go traffic or after i shut the car off (at least as far as i can tell, i'm sure i wouldn't notice if they turned on at 70 MPH). i don't think they turn on when i turn on the A/C because the A/C cools WAY better when i'm driving fast than when i'm stuck in traffic. last time i had the car smogged, they turned on about halfway through the test. amazing how much heat blasts out when the hood is up and they turn on.
