Homework Question: Digital Logic / bus-holder circuits / CMOS / TTL

The question is: Why don't CMOS bus-holder circuits work well on 3-state busses attached to TTL devices?

I'm guessing the answer is because...
a) TTL is expecting a 5v, CMOS may not be outputting that much voltage
b) CMOS is generally much faster in transition time that CMOS, so the timing might be wacky...?

Anyone...?
