homepage resetting itself on restart

We have a user that I just setup a new PC for and his homepage in IE keeps resetting itself to our company page every time he restarts his machine. I went down and checked it out myself and I don't see what could be causing this issue. Anyone have any ideas? Hes running Windows XP SP2...
 
I presume that he is logging on to a server using a roaming profile......does the logon script specify any IE settings??? Does the roaming profile look for the default home page on the users pc?
 
no roaming profiles...

i think it may be a reg key entry that is run everyime but i am not sure which one
