I really want to make my own Double IPA but it apparently requires something along the lines of 23 different kinds of hops.

I started with a basic kit... you can get these on line or at any homebrew supply shop. I brewed kits for a long time before branching off into all grain (like this batch) and will still use extract sometimes when I either am short on time, or need to brew a bigger beer than I can easily manage with my equipment.

the absolute basics are:
a big kettle (at least 3 gallon)
a grain bag or a good method for straining out any grains you might want to use for extra flavor/body
a fermentation bucket (food grade plastic or glass) with a spigot
an airlock
some tubing
bottles
caps
capping device

generally, the best option is to get a kit or find someone that has all the equipment and brew with them once or twice.
