Home made computer DVR with Fiber Optic TV

My local isp now offers TV delivered over fiber optic, with network cable going into a set top box. The box has S-video, component, HDMI, and composite out.

Can I make my own DVR with a computer as people often do with cable TV? Is there a capture card that accepts CAT cable? Or perhaps with fiber I cannot bypass the set top box?

Has anyone with fiber optic TV tryed this?
