I put an outlet box in this dude's garage, tapping into an outlet for washer/dryer on the other side of the wall.

When trying to determine which breaker this outlet was hooked up to, the only one that would kill power to it was the 'main' breaker, the big hondo one on the top. This is hooked up wrongly, I assume.

I could find no small box dedicated to this outlet. Can a breaker be stuck in the on position?
 
Sounds wrong to me. If it's a 220V outlet, there should be a double breaker for it in the main service panel. If you suspect another service box somewhere, you might want to contact the power company to have them locate it.

Tapping that outlet for another one doesn't sound like all that good an idea, either. There's a reason most major appliances have dedicated circuits.
