Home Depot Gift Cards for 15% off a Scam?

I've seen a few people on Craigslist selling high value ($100+) Home Depot (also have other stores like walmart w/ their list of GCs for sale) gift cards for 15-30% off. Does anyone have any experience with these? Are these scams?
 
is it pretty safe if i go to home depot w/ the seller and have them scan the card and i keep it in my hand so they can't pull the old scan and switch scam?
 
If you are concerned that you might be scammed, you can do this:

1. Don't buy a card for more than you want to spend at one time.
2. Agree to meet at the store after you have done your shopping.
3. Let the person with the card pay for your stuff.
4. After checkout is done, reimburse them in cash.
 
Here what I posted in another thread a few monthes ago.

If you're looking at buying at sears, lowes, or homedepot, check out fatwallet for their 20% off gift cards. There's a couple of programs where you sign up for a trial membership and you purchase multiple $25 gift cards and at the beginning of the next month they credit back $5 per card you buy. Some porgrams allow you to buy 20 cards($500) and some allow 30 cards($750). If you want more than 500 or 750, there are multiple programs out there. You just aren't supposed to sign up for the same one more than once a year. The trial memberships run like $3 for a month. So to do it, you open an account between the 10-15 of the month and purchase you cards you want, they'll arrive in about 7 business days. They will charge you the face value, then in the first week of the next month, they credit back the $5/card. You then call them up and cancel your membership after the credit shows up on your credit card. I've used mainstreetsavings123, and it went pretty smoothly. They also have cards for other locations such as Target and Kmart, and they vary program to program. Check out fatwallet and search for "gift", it's the thread with lots of replies.

Through providian, it's 9.95 a month, but I can buy up to 100 giftcards... which turns out to a total of $2500 in giftcards for $2000, they come in increments of $25, and cost $20. I mostly use it to buy Circuit City giftcards. Also get stuff like AMC movie tickets for like $3.
