Hmm how should I go about applying for this job?

It says:

Should I create some kind of resume or just email her with the info they ask for??

I would just send my usual cover letter and resume. Maybe tailoring the cover letter to what they want though.
Paste the cover letter so that it's the body of the email and include the resume as an attachment and also paste it below the cover letter after skipping a few lines and indicate 'work history included below' in case she doesn't look at the attachment.

If i were you, i would create a simple resume listing your college experience and any work experience you might have had even though it may not be related to your position. It's better than nothing.
There's many threads here to help you with that here. This site is great on cover letters.. It's got good info for college students too

Hmm I don't think I'm going to create a resume. It would be kind of sparse, and they didn't ask. I suppose because the job is targeted at UT students. But perhaps in my paragraph I can mention National Merit and membership in NSCS?
