It is probably "physcially" in the 1.3 - 1.35 range but the voltage is being reported inaccurately by whatever software proggy you are using to view it (even the BIOS won't necessarily report it accurately). Only way to be sure is to test with a VMM.
It does not appear to be as good as a chip as my 165..which did 2400 at stock..600mhz
I slapped it in...after 2 hrs crashed dual prime 95 at 1.46vcore @2700..winxp locked up
it had been installed only for about 15min
I was slower and more methodical on my 165 OCing..started at stock prime95 for a few hrs then moved to speed it failed increased vcore and prime 95 for few ..etc
But I wanted to see if I got a good chip..I am going to go back and move more slowly but it appears 2800 will require 1.55v(1.375*113) at least..not(I doubt it) sure if this will run dual prime95
what I found was if I post slowly and load xp slowly..not enough vcore at that speed...if it does a crisp post and load..usually I am close to needed vcore to Prime95
