i was skeptical to make a new thread just to ask this quesiton, but i couldnt find it anywhere. which is the better setting graphically? does world only reflect what is outside of the water? im just a bit confused, thanks guys.

Reflect all obviously reflects more than reflect world. So, i vote for "Reflect all"

Reflect world I believe just reflects the building and stationary objects. Reflect all might reflect all of the moving things like the enemies or you character.

That makes sense. World = static, all = dynamics.

Reflect all is obviously the better one, I read an article in PC GAMER regarding HL2's visuals that confirms this.

You mean "The most graphically advanced setting ever"? Or just in Half-Life 2? It is indeed better than reflect world if that's what you're asking.

To OP: you use a 6800GT, so use Reflect All.

I'm not entirely sure if Reflect All needs a decent CPU, so I'll assume it's just GPU. In which case anything which is 9800Pro-class or higher can use Reflect All without any problems...
