lol. i was learning about half lives in bio class and kept thinking of half life. doh. and everyone's been pre-loaded...when is it going to released? november's so far away...

Sounds like you need to restart Steam to resume the download. Something interrupted it.

There are a few members over at the halflife2.net forums that got stuck at 69 %

This trick may work for you:

I had this problem too. I was stuck at 69% and the continue button didn't worked, when I clicked on nothing happened, not even a message of that the Steam servers were busy just like what I got when preloading the other phases.

But now I have fixed it. First I cosed down Steam and then I went into Steam's .cfg folder and moved the latest file (counter-strike source shared content.gcf) to another location so Steam couldn't find it. When I started Steam again and began preloading HL2 I was at 58% but I wasn't stuck anymore. It just went smooth (@1.5 mbit/s) to 100%. I hope this helps you guys too

BAH! I had to uninstall/reinstall and start all over, its at 73% now.
