HL/CS Horrid FPS NEED HELP!!!

Okay well i had a problem with my video card dropping fps while fighting in game so i went out and bought a gainward gf3. In game my fps still drops to 60 or less when i really should not be getting any less then what my max is set at which is 85 due to my monitor hz. I have a 1.4 athlon with a ECS k7ama motherboard and 256mb pc133 sdram and a 40gb 7200 hd. i have already formated and updated drivers, flashed my bios and done everything i could think of to fix the problem, if u know of any solutions please let me know. 🙁
 
do you have antialiasing (FSAA) on?
is anisotropic filtering disabled?

those 2 things affect your fps the most in cs.
 
This is a "well, no duh" kinda post, but launch CS, go into Configuration, then Video, then Modes and see if your in software mode for some reason. You might also want to try going from OpenGL to Direct3D or vice versa, and see if that clears anything up. Also check to see if under OpenGL Driver your on "3dfx MiniDriver" as that will cause all sorts of problems.

fps_max 100 - type that in the console

If that doesn't change anything, and the FPS stays at 60, then you need the patch that will let nVidia video cards display at more than 60fps. I can't find it right now, sorry.
 
FYI, just because the monitor is set to 85Hz or .cfg has max_fps 0, or whatever, does not mean the fps will ALWAYS be that high. Unless you mean something other, like a gradual decrease in fps, then you answered the question yourself. When gaming, with all kinds of objects flying around, the fps is naturally going to drop. Remember the Crusher demos for Q3?? Not sure of similar for CS but I think , you being the bright, smart(a$$) you are, you should get the point...........
 
Well yes there are ways getting around your monitor refresh rate. all you have to do is turn vsync off. Also yes with a geforce3 even flying objects and stuff MIGHT minorly drop your fps down a frame or 2 but not 40. thx for your input but still my answers and problems remain
