Hitman Absolution microstuttering on PC?

Did anybody else play this game and notice any microstutter? In order to get rid of it I had to disable 'Exclusive Fullscreen" mode and use the in-game vsync. But then I can't use Inspector because settings don't seem to have any effect. So I can't put a 30fps cap on either, I am forced to play at 60fps.

this game engine is just jank, i am seeing other threads that confirm it

not going to waste my time, ill just reduce settings and play at 60fps
