Hitachi Noise/Meow Problem Fix Help

So i've seen the fix for this over at envynews, however, this fix wont work for me since it requires a floppy drive... and i dont have a floppy drive. I tried to have someone run the exe to get the files on to disk, and then copy the files on to a bootable cd, however that doesnt work either. It gives me a system error of sorts.

So i'm wondering if ANYONE out there has a solution to this that doesnt require a floppy disk.
