Hitachi monitor problem

I got a brand new Hitachi CM615 monitor, when i switch between applications/desktop/web pages the screen shrinks in & out. I have tried it on other computers, it does the same thing. Is this natural or do i have a faulty monitor?
 
I had an old micron monitor start doing that yesterday. I assumed it was the monitor and replaced it, fixing the problem. Still under warrenty?
