HIS Readon HD4870 unusually low benchmarks

A friend of mine just received a new HIS HD4870 and we ran a few trials with it only to find that it's running slower than his 8800GT was. First we tried out GTA IV and were only getting 15fps at <1400 rez(his monitor only runs at 13xx x 900 or something) with setting mostly on high. Well I thought maybe it was just the crappy coding of that game so we tried a few others and none of them seemed on par with the 4870. Finally we ran 3Dmark06 and ended up with a score of 6000.
Obviously something is wrong here. I didn't get a chance yet to look over his whole system but he did have the latest drivers installed so I'm wondering if there are any known issues with this card.
System is as follows.

Vista Ultimate x64
eVga 650i
34300(oc 2.4)
HIS HD4870
4gb Crucial Balistix 800

A couple of the standard questions... did you run driver cleaner? Does GPU-Z show that you're on a PCIE 16x connection?

Obviously the 4300 is rather weak but still we should be seeing a 3dmark score of at least 12,000 here. Haven't ran driver cleaner yet...that's on my list. Psu is more than adequate. 600w quality psu. Not sure why it would show anything other than pcie16x connection as there's only 1 pciex slot and it's 16x. Will look though.

e4300 @ 2.40/4870 (1gb?) should be around 9k-10.5, assuming it's comparable to when I had my e7200 at 2.5 and a GTX260 192sp getting 10.5


But yeah, don't expect GTA4 to be smooth at any res without a quad or at least a higher clocked dual with more cache

I dont think theres any way you could get 12000 with that cpu in 3dmark06. at the same time 6000 certainly looks way too low so something isnt right.

Yeah my 12,000 estimate was based on my 8800's in sli with an e6300 getting about 12,000. I figured the 4870 would be about the same as two 8800's(these were extremely OC'ed though).

Uh, I get almost 10k in 3Dmark06 with my rig. Use driver cleaner Pro or driver sweaper to get rid of any nvidia drivers, and then reinstall the latest ATI drivers.

does your motherboard use PCI-E or PCI-E 2.0? not that it makes a large difference. Also, is 3dmark run at default?
On another side, are you sure he didn't get a 4670? because thats the kind of score you'd expect from a 4670

I had a bum ATi x1900GT back in the day that had half it's pixel pipes disabled. It was an OEM unit from NewEgg that only got around 4-5k in 3dMark05, when my friends other (identical!) x1900GT got around 9-10k. Some cards have random defects and just need to be RMA'd. That was the only time I have seen something like that happen in the 4 years or so I've been building PC's, but still.......it can happen.

I was getting 11k+ with my old E4300@3.33ghz and a single 3870, so 12Kish should be with in that systems capabilities...but then again at only 2.4ghz an E4300 is probably a bit lacking in performance for a 4870
