I have a feeling that your AGP driver (part of your chipset drivers) is missing or corrupt. Reinstall it, or the whole chipset driver package if you have to. Ideally it should be installed first before the video card drivers, so you may want to consider uninstalling those before reinstalling the AGP/chipset package.

BIOS 3.15?
KM400a isn't exactly old - it's mid-2004 timeframe. Is 2 years "old" now? Sigh...
You've attached a power cable from your PC to the graphics card?

it cant be disabled,,..because the only options in the BIOS is to use 1. AGP/Onboard 2. PCI...those are the only two options in there. and yes i have used driver cleaner pro to clean the drivers off.

Okay, see if it is listed in Device Manager. If it is, right-click on it and choose Disable. If it's not, or it is but shows as Video (VGA) Controller, try this: install the IGP's video driver (seriously), then go into Display Properties, right-click on its monitor and uncheck Attached. You may or may not have to disable it in Device Manager as well.

Good luck! I'm off to California in the morning for five days. I hope this gets resolved.

Quit banging your head against the wall, dude. Uninstall all video card and chipset drivers in Safe Mode, run Driver Cleaner Pro and clean out all lingering files and reg entries for the vid card, reboot, don't let them reinstall automatically. Instead reinstall them manually - chipset drivers first (including the AGP driver), then reboot, then the video card drivers. Make sure you've got the proper drivers for your chipset as listed here:
http://www.viaarena.com/default.aspx?PageID=420&OSID=1&CatID=1070

If that doesn't work, I'd be inclined to reformat/reinstall but that is up to you. If that didn't fix it, there are larger problems present.
