In 2005-2009 email was not just being accepted as a part of everyday communication.
That's odd, in 2001 I had a government email account and by 2005 I was using it for all correspondence that didn't require signatures. By 2013, as a reservist I was expected to read my email on a biweekly basis, by 2014 my email would shut down if it wasn't used making it literally impossible to do official business without prostrating myself before someone who would shame me for having the gall to not pay an inordinate amount of time to the good idea fairy and her insipid reply all emails.
