hijaked account or incompetant scammer?

A scam eBay e-mail directed me to this site:
http://www.brianjoles.net/aw-cgi/confirm.htm

A WHOIS showed this is registered to a Brian Jones. The phone number given, when googled, is registered to a M Jones. I was just bored and wondered if its a fake, hojaked account, or if someone could really be that stupid. By the way, I already emailed eBay.
