higher cpu usage in winxp than win98 when accessing drives.

When I benchmark my drives using hdtach I have a significantly higher cpu usage in windows xp compared to win98. It occurs for both ide and scsi. My cheetah x15-36lp has 6% cpu usage in win98 and 22% in windows xp. My ibm has 8% cpu usage in win98 and 16% in windows xp. I've installed the lastest 4in1 drivers from via. Installed the latency patch too. Only difference in my win98 installation compared to winxp is that I dont have the drivers for my sound card installed in win98 which is the creative labs audigy. Any ideas as what the cause could be?
